Who controls access to the South Drive entrance?

Access to US Highway 98 from South Drive is controlled by parcel 43-09-32-0-000-001.028. This property is privately owned by Penelope Johnson. The property is a 50 foot strip that runs east/west between US Highway 98's right-of-way and the beginning of South Drive and contains the access road. Each year, the owner grants access to Baldwin County 911 for emergency use (and to the home owners in the Rock Creek subdivision). The POA received such a notice in August 2015, when we were CC'ed on a e-mail to the Baldwin County 911. The property was sold in 2005 and deeded to the current owner after Rock Creek LLC apparently failed to pay taxes on the property in 2001.
